Roll out the pastry very thinly. Use a brush to coat with melted butter. Use a good knife to cut into 4-inch wide ribbons. Cut the ribbons into 4 1/2-inch rectangles. Keep aside. Make a syrup: Pour the sugar into a saucepan. Barely cover with water. Bring to a boil then add the lemon juice, rose water and orange blossom water. Cook for 5 to 8 minutes. Dissolve the almonds in a little syrup in a mixing bowl to obtain a paste. Take a little of this filling, place onto each pastry rectangle and roll like cigars. Put the cigars onto a buttered baking sheet. Brush with melted butter and bake in a hot oven(400F) for 20 minutes. Serve hot with the syrup in a separate dish.
